Bobby and Piper

Was the purpose of Piper on Primetime always to get to feud with Rude and Heenan? Why didn’t they ever stretch it to Wrestlemania since Rude had nothing to do and Piper was just programmed with Bad News.
I'm not sure what the deal with the Piper-Rude feud was, actually. They were SUPER hot after Summerslam 89 and had some great matches together (notably a cage match that's on Coliseum Video) and usually that would have been enough to stretch things out, but they just didn't. Maybe because they knew they wanted to go in a different direction with Rude and didn't want him to do jobs for Piper before challenging Warrior?
