WWE’s Secondary Titles Purge In 2002

Why did the WWE get rid of the main secondary singles titles from Oct. 2002-May 2003? Kind of dumb that unless you were a cruiserweight on Smackdown, if you were a mid-carder you had nothing to fight over. What were the reasons behind this? Thanks.

RVD was supposed to merge all the secondary​ titles into one mega title and then win the World title from HHH, but plans changed and it shockingly ended up with HHH getting everything. The idea was solid though, in that it was supposed to make the big belt super important.
