Original IC Title Plans for WM X

If Shawn had been suspended and stripped of the IC Title in October 93, was it always the plan to go with Shawn and Razor at WM X with Razor winning the belt, instead of the ladder match with both belts?

​I assume you mean if Shawn HADN’T been suspended. And I don’t know the answer to that one, because Razor’s IC title run came out specifically because Shawn WAS suspended and the "two belts" storyline was just a handy byproduct of that. ​
