Vince or Eric?

Was listening to Bischoff's podcast about Bash At The Beach 2000 and he presented 2 scenarios as to what happened with Hogan:
1) Brad Siegel, Eric, Hogan and Russo met and agreed on Hogan taking the title until Halloween Havoc (according to Eric) or,
2) All four men met and decided on the sane creative decision, but Russo and Siegel got together after the meeting and changed what eventually happened with Hogan leaving and Russo going off on him before making Jarrett/Booker for the WCW title.
Which of the scenarios do you believe really happened? For me it's easily number 2.
Russo and Bischoff were barely able to agree that the sky is blue at that point, so I’d say 2 is far more likely.
