Austin/Bulldog “feud” in 96-97

What was the endgame to the mini Austin/Bulldog feud at the end of '96? At the time I thought it was going to end up with them fighting at WM13 but the feud seemed odd given Bulldog was a tag champ at the time. Unless Austin costs them the titles and Owen turns on Bulldog as a result? Guessing HBK losing his smile and throwing the Bret rematch at WM out the door prompted all the reshuffling and the feud was scrapped then?
It absolutely did. Austin/Bulldog was the direction and it was going to lead to Owen v. Bulldog as the feud over the spring, but everything got all CATTY WAMPUS and plans changed.
