Dubbed Commentary

Scott, had a question about the dubbed commentary from the announcers on taped shows.
I’m doing an Attitude Era watchthru right now, where they were consistent on the live one week and then taped the next broadcast for Raw. This of course was Live Monday and taped Tuesday (the next day).
I clearly see JR and King sitting at the commentary booth on the taped shows but they are never talking, just kind of watching the monitors.
I understand the dubbed concept but why not just have them call the action instead of have them sit there and do nothing ?
I'm guessing because they were going to have to go in and do commentary later anyway and they wanted to keep the audio consistent. It's pretty jarring when you hear commentary dubbed in after the fact over top of the original track.
