Royal Rumble 2000 finish

So, Rock wins the Rumble, but in the following weeks we get an angle where Big Show claims Rock's feet actually touched the floor first, and thus Show really won. Was that the plan all along, or was Rock supposed to unambiguously win and he botched the finish,
leading them to come up with the angle in response?
Rock botched it. Show was supposed to be wrong in his claims that he was the true winner.
