Superstar Billy Graham’s WWF Comeback

When Billy Graham returned to the WWF in 1987, did Vince have big plans for him, or did they always know it was going to be short lived and that his injuries wouldn’t hold him up. Were there any plans for him to be involved with Hogan?
They literally aired footage of him having hip surgery on TV. Pretty sure they knew it was going to be a short-term nostalgia deal.
