The WWE World Hvt Title in 2002

In a question about RVD, you mentioned the so-called World Title presented to Triple H on Raw in 2002. I feel like I’m missing something. This was right before a pay-per-view. Couldn’t WWE have thrown together an eight, or hell, even four man tournament on Raw then properly crowned a champion with the final at Unforgiven, rather than just giving the Title to HHH?
