Rude-Piper feud

Rude and Piper started a feud back at Summerslam 89, but it was pretty much a house show feud. Should they have done a blowoff at WM VI instead of wasting Piper with Bad News?
No, because Rude was getting rebuilt by then anyway and needed the big win over someone like Snuka to build him up as World title challenger. And Piper wasn't getting squashed at Wrestlemania.
