Corbin and Lacey

Last year with a roster full of potential challengers Vince selected Baron Corbin and Lacey Evans as the top contenders to top babyface Seth Rollins and Becky Lynch in feuds that spanned first weeks and then months. The already shaky ratings continue to plummet further, really accuenting the death spiral they've yet to come out of.
Vince has punished people for way less, yet a year later Corbin and Lacey are in prominent positions on SmackDown despite not being especially good in any one area and certainly weren't particularly over the last time fans were around.
Perfect example of Vince just doing what he wants, everyone else be damned, no?
Is there some other way Vince does things?
