Steamboat / Luger tag team

Given the recent focus on 1989 NWA, I remember a kayfabe interview in PWIwith Ricky Steamboat after Luger’s heel turn.

In the interview, Steamboat mentions that he and Luger were discussing forming a tag team.

2 questions:

1. Was this ever actually discussed as a real possibility?

2. Can you just imagine how awesome a tag team match would have been in 1989 with Steamboat playing Ricky Morton making the hot tag to Luger??
