Austin/Gunn/Jarrett-1999

Did Steve Austin really refuse to work programs with Billy Gunn and Jeff Jarrett in 1999 because he felt neither of them were over enough, or was there more to the whole thing? If this was true, I'm assuming that's why we had so many Austin vs the Undertaker matches around this time. Lol.
Austin was very protective of his brand and Undertaker matches drew money, so he was probably smart to think that way.
