Jack Tunney-like Authority Figure?

To piggyback off the question you got yesterday about the possible return of authority figures to the WWE; Why not go back to a Jack Tunney-like Authority Figure? He/She could show up on Raw and Smackdown only when there is an important decision or announcement to be made, and the rest of the time have the announcers say, "(Insert Authority Figure name) has made a Fatal 4 Way, No. 1 Contenders Match for the WWE Championship tonight", and whatever else rulings. That way they resist the temptation to have that person in their own storylines, in multiple segments on each show, etc.
The anonymous GM was kind of like that, but the problem is that people then needed a payoff because they made it a big thing. What they need is a fake person who gets seen, like, once to establish their existence and then never goes on screen again.
