Lame Payoff/No Payoff To An Angle?

Do you prefer a lame payoff to a storyline in wrestling,(See Rowan's reveal to what was in his covered cage he was carrying around for months on this past week's Raw), to no payoff/dropping the story? Personally, I prefer a payoff even if it is lame, as opposed to an angle or storyline that was just dropped without explanation.
