Nitro on TNT

When WCW Nitro was on TNT for the first few years, did they more or less have free reign to do whatever they wanted? Before they went to 3 hours every week at the beginning of 1998, I remember them randomly having unscheduled 3 hour shows just to (apparently) fuck with the WWF.
Bischoff was given a lot of slack on the chain as long as ratings were holding up, yeah. However, that backfired on them once ratings started slipping and TNT was still demanding the three hours of ad revenue and high ratings and they couldn't deliver anymore.
