Mabel over Michaels

Did Shawn Michaels refuse to job to Mabel at the '95 King of the Ring, resulting in Michaels' time limit draw vs. Kama instead? Seems like having someone in the ring who was an actual star, and could maybe even make Mabel look decent, would have made more sense than Savio Vega.
You'd think, wouldn't you? But no, that's just how they booked it.
