Paul Heyman’s Writing On Raw

With Raw being the drizzling shits lately, who do you think is mainly at fault; Paul Heyman or Vince McMahon? When Heyman was named "Director Of Creative for Raw" in the middle of the summer, the first couple of months were pretty good. I'd like to think it's Vince McMahon's micromanaging more than Paul Heyman suddenly just losing it.
Anything good or bad on the main roster ultimately falls on Vince regardless of who is credited as "writer". Vince has final say and decides what makes the air, so it's pointless to assign too much credit or blame anywhere else.
