Is Braun the biggest choker?

Hi Scott,
Braun has had so many title shots and never won. He had MITB and didn't win. The only one I could compare it to is the British Bulldog. In the 90s, Bulldog had world title programs with Bret, HBK, Diesel, and Vader. However, he never won the big one and was just a jobber to the champ. At least guys like Big Show, Luger and Kane won it a couple times.
I just don’t know why they keep giving him title shots if they don’t want him to win it.
