Jobbers that should’ve been pushed?

Did you ever think any jobber should've received a push, ala the Brooklyn Brawler? My 2 picks would've been "Iron" Mike Sharpe in the mid-late 1980's in the WWF, and Rick Fuller in late 1990's WCW. Both had solid looks and were not terrible in the ring, certainly no worse than some of the slugs that were given pushes in those eras.
Iron Mike Sharpe got pushes all over North America before he ever got to WWE. He did fine for himself.
