HHH as a draw

Hi Scott,
Quick question about everyone's favorite COO. Was HHH ever a legit draw for WWF/E? I tuned out during the Ruthless Aggression Era, so it could very well be that I missed the time when he was the true top draw in the WWE (unlike the Attitude Era where he was always behind Rock and Austin). Was he the top draw for WWE at that time? Or were things already changing so that WWE was the main draw and not any one superstar (the way it is today)?
He was definitely the top draw in 2002 and through to the Cena era, more by default than anything, but he had a lot of legit MSG sellouts to his name as top guy, and yes, could said to be a big draw. However, not on the level of Rock and Austin, the guys who he always seem to compare himself to, and that has probably eaten at his craw for decades.
